미·중 냉전과 좌파
세계 무역전쟁의 본질에 관한 중도주의자들의 혼란 : CWI의 경우

전쟁과 혁명이 원칙을 시험하는 가장 철저한 검증대라는 것은 잘 알려진 공리다. 전쟁과 혁명 같은 사건들은 맑스주의의 기치 아래 투쟁하는 어떠한 세력에 대해서도 그들의 이론과 실천 모두에 거대한 도전이 아닐 수 없다.
심화되고 있는 현재의 미·중 간 세계 무역전쟁 같은 경제적 대결은 전면적인 군사적 충돌과 마찬가지의 즉각적인 결과를 가져오지는 않지만, 매우 자주 그것은 변화의 전조가 되곤 한다. 역사가 증명하고 있듯이, 대국들 간의 경제전쟁은 종종 무력 전쟁의 서막이다. 맑스주의를 자임하면서 세계정치의 동력학에 대한 명확한 분석을 결여하고 있다면, 그러한 조직은 국제 노동자계급의 이해에 복무하는 전략·전술을 발전시킬 수 없다.
우리는 고조되고 있는 미·중 냉전에 대해 최근 발간한 책자 <<강대국 패권쟁투 시대에 반제국주의>> [주1]를 비롯하여 여러 관련 글들 속에서 폭넓게 다룬 바 있다.[2] 이 세계정세의 주요한 발전에 대한 우리의 분석과 강령적 대응을 여기서 반복할 필요는 없을 것이다. 세계 무역전쟁은 중국이 자본주의 나라일 뿐만 아니라, 절대적인 패권국 미국의 지위에 지금 도전하고 있는 주요 제국주의 강대국이라는 우리의 분석을 명확히 확인해주는 사건이다.[3] 미·중 냉전은 양대 제국주의 열강 간의 격화하고 있는 패권쟁투를 반영한다. RCIT는 혁명적 패전주의 강령을 내건다. 노동자계급의 국제주의적 · 독자적 입장은 양 강대국 모두에 ㅡ 그리고 그들의 배외주의(쇼비니즘)적 선전선동에 ㅡ 반대하는 것이며, 그 이외에 다른 것일 수 없다. 맑스주의자는 이 대립충돌에서 편을 선택하는 모든 사회제국주의 세력을 강력히 비난한다.[4]
불행히도, 트로츠키주의를 자임하면서 일관된 혁명적 전략·전술을 결여하고 있는 조직들이 허다한데, “노동자 인터내셔널 위원회”(CWI)도 그 중의 하나다.
위에서 언급한 책자에서 우리가 이미 증명했듯이, CWI는 중국의 계급적 성격에 대한 명확한 분석을 결여하고 있다.[5] 그냥 일반적인 글이라면 중국의 계급적 성격을 검토할 때 “제국주의”라는 말을 빼놓고 쓸 수도 있겠지만, 연례 “세계 정세전망”을 비롯해 CWI 지도부가 발표한 그 밖의 주요 문서들에서도 이 문제에 관해 반드시 필요한 명확성이 회피되고 있다.
세계 무역전쟁에 관해 그들이 가장 최근에 발표한 3개의 주요 논설에서 이러한 근본적 결함이 발견된다. 상당한 분량에도 불구하고 이 논설들은 중국이 “제국주의” 국가라는 것을 단 한 번도 언급하지 못하고 있다! CWI가 “미국 제국주의”나 “일본 제국주의”에 대해서는 아무 어려움 없이 말하면서도 “중국 제국주의”라는 문구는 거론하지 못하고 있는 것이다!
이는 최근까지도 CWI가 중국에서 자본주의 복고가 이루어졌다는 것을 시인하는 데 많은 어려움을 보이고 있다는 점에서 그리 놀랄 일도 아니다. 가장 최근의 논설에서조차도 중국에서 자본주의 복고가 완료되지 않은 것처럼 시사하고 있다.
“완전히 국유화된 계획경제로부터 자본주의로의 이행이 오랜 길을 걸어온 것이 분명하며, 첫 눈에 완료된 것으로 보일 수 있다. 그러나 공산당 엘리트의 지배가 여전히 우위를 점하고 있으며, 그와 함께 상당 비중의 국영 은행 및 산업 요소들이 그대로 남아 있다. 주로 중공업이나 에너지 생산 분야의 기업인 이들 전략적으로 중요한 국유 기업들 중 많은 수가 2008년 이후 절대적으로 중앙은행 차입에 의존해 연명해 오고 있다."[7]
마찬가지로, CWI는 중국 정부의 대외정책(“일대일로 이니셔티브” 같은)을 다루는 데서 “제국주의”라는 말을 철저히 배제하고 “중국 팽창주의” ㅡ 어떠한 계급적 성격규정도 담고 있지 않은 서술적 용어 ㅡ 라는 말을 선호한다.
RCIT가 증명했듯이, 중국 자본주의는 지난 4반세기에 걸쳐 급속히 발전해 왔다. 그 결과로 지금 세계시장에서 주요 역할을 하고 있는 거대 독점 자본주의 기업들 ㅡ 국유 기업과 사기업 모두 ㅡ 이 생겨난 것이다. 또한 중국은 억만장자/슈퍼리치 수에서도 넘버원 또는 넘버투다. 현 세계 무역전쟁이 잘 보여주는 것처럼 중국은 셰계경제의 일급 플레이어다.
그러나 CWI 지도부는 이러한 근본적 사태 발전을 무시한다. 그들은 수십 년 전 중국이 부상하기 이전의 세계 속에 정신적으로 갇혀 있다. 이 모든 것은 CWI의 이론적 혼란과 무능을 반영한다. CWI는 중국의 제국주의적 본질을 인식하는 데 실패하고 있고, 그에 따라 현 역사 시기의 가장 중요한 특징 중 하나인 미·중 패권쟁투의 계급적 성격을 이해하는 데 실패하고 있다.
이 CWI 논설들의 또 다른 불안한 측면은 미국 정치의 “진보 스타”이자 민주당 대선 후보 버니 샌더스의 입장에 관한 완전한 침묵이다.[8] 우리가 최근 분석에서 밝혔듯이, 샌더스는 현재 앞장서서 반중 보호무역 정책을 밀어가고 있다. 그는 “좌익”적 의상을 걸친 미 제국주의의 기수다.[9]
이 문제에 관한 CWI의 침묵은 우연이 아닌데, 왜냐하면 CWI 미국 지부가 샌더스 대선 캠페인과 밀접한 관계를 유지하고 있기 때문이다. 샌더스가 2020년 대선 후보 출마를 발표하자 CWI 미국 지부는 신속히 열정적 지지를 천명했다. “샌더스가 민주당 후보로 출마하겠다는 결정에 우리는 동의하지 않지만, 그럼에도 우리 <<사회주의적 대안(Socialist Alternative)>>은 그의 승리를 위해 열정적으로 캠페인을 전개할 것이며, 동시에 캠페인을 강화하기 위해 우리의 안(案)들을 제기할 것이다.”[10]
CWI는 2016년 미국 선거에서 자신들이 취했던 입장을 반추해보면서도 여전히 미 제국주의의 양대 정당 중 하나를 대표하는 부르주아 후보를 지지하는 것에 아무 문제가 없다고 보고 있다. 이와는 대조적으로 RCIT와 모든 일관된 맑스주의자들은 제국주의 부르주아지 당의 후보를 지지하는 것은 노동자계급 정치의 가장 근본적 원칙을 배반하는 것으로 간주한다.[11]
이것은, 이론에서의 혼란과 기회주의는 실천에서의 혼란과 기회주의를 낳는다는 것, 그리고 그 역도 진실이라는 것을 증명해주는 또 하나의 사례다. 결과는 중도주의다. 즉 추상적 이론에서는 “맑스주의”지만, 기회주의적 영합을 통해 수정주의적 실천으로 빠져드는!
CWI의 동지들이 이 같은 쓸모없고 위험한 방법과 단절하여 진정한 맑스주의로 눈을 돌리는 것이 시급하다!
